Deleting Files permanently in Windows XP

How can I permanently delete files from my system?  I have tried by pressing shift and delete but when I restore my system from an earlier date the files are still there.

You also need to know that some files that a program uses are automatically recreated by the program after you delete them.

If the files are system-related, they will ALWAYS come back with System Restore.  If you don't want them back, then delete all your restore points.

I recently deleted the entire contents of my C\Windows\Temp file (a few hundred files) and left them in the recycle bin for a week. I was quite surprised to see that all of those files and folders were recreated (mostly .mst files, a 9mb drivers folder and a history, temp.internet and cookie folder). I deleted what was in the recycle bin, and left C\Windows\Temp alone which shows 39 MB.
