Dell Support Center upgrade caused error in Windows XP

Ever since I installed the dell supprt senter upgrade, my Inspiron 6000 has had errors.  Now I can't get into WIndows at all.  I tried going into safe mode to uninstall the support center but I get an error msg that a dll file can't be found. (No I don't have the name right now).  I get the same message no matter what I click on the control panel.

I have tried every option under F8 and all the tests under F2 but nothing works.  At this point I am guessing I probably need to reinstall Windows but am hoping there is a way to get some files out first.  Can anyone help?  I am not the most knowledgeable computer user but I am pretty quick to learn.

Would you happen to remember if the error said that "Hal.dll is missing"?  If so, see if this helps:
