Dell USB Recovery Tool Error "Vendor Return Code is not found in Mup.xml"

Hello,

I'm trying to download the Windows 7 Home Premium ISO to reinstall to a new hard drive on my Dell XPS Studio 1645, as my original HD is no longer functioning. I'm running the Dell USB Recovery Tool from my other Dell 1645 and I'm receiving the below message. I have no software issues showing in the Device Manager and all my drivers are functioning here, so it's not clear what this error may be. I need to get the Home Premium ISO to get my other laptop up and running ASAP, so any assistance is appreciated.
