Dell branded Web browser embedded into Desktop

My fathers' dell optiplex 210L recently has started booting up with a Dell/google (homepage) web browser embedded into the computers desktop background.  I'm a mac guy, but have worked with Dells and know them.  But for the life of me I can't figure out a) how he installed it, and b) how to remove it.

Basically it's a live web browser on the computers desktop, which is unnecessary. 

Any idea as to how to remove it or uninstall it?  I've looked in the registry as well as in add/remove set up with no luck.
