You are very lucky that Microsoft gave you what you wanted.  The "normal" procedure is what the Dell tech gave you.

However, all you had to do was uninstall I.E.9 Beta.  I just did that as I downloaded it and didn't like it and wanted to go back to I.E.8.  There is a listing of all the Microsoft updates and going to that listing allows you to uninstall an update if desired.  I just did that this morning on mine to get back to I.E.8.

I was having issues with my IE8 so I downloaded IE9 Beta which made it worse so I decided to re-install Windows 7,

Wow. Talk about an overreaction. Next time just do an uninstall. You've heard of that practice, haven't you?  Sheesh.
