It usually means a bad hard drive. Make sure to remove any cd/dvd disks that might be left in the optical drives and try booting again. Does the computer boot to any screen? How did you reinstall windows?
As Mary G correctly mentioned, this might be an issue with the hard drive. For more decisive results, I would suggest you to run the on-board hardware diagnostics. Power off the computer -> restart the computer, press 'F12' key on the Dell logo -> Select ‘Diagnostics’ from the boot menu.
