the message itself can probably be removed by locating and disabling it in a startup manager (such as MSCONFIG, WinPatrol; or HiJackThis --- where it should be in the O4 section).   However, the more sensitive question is whether simply stopping this message is the safe way to proceed...  for example, if activation of the file doceoc16b1 is required by some program you'll be running, that program may no longer function properly (if at all).
