Driver R300 error and System Restore Problems with Vista

I posted this back in March of this year and have noticed there have been other posts as well since then, but none lately. Has anyone came up with a solution to the driver R300 error. I have a Dimension E520 with an ATI Raedon 1300 video card. The screen goes black for a brief  second, then comes back on with a message box at the bottom of screen saying "driver R300 has stooped responding and has recovered". Problem is that after several of these in a matter of minutes after the screen comes back on the mouse pointer is missing and the keyboard is non-responsive. The only way out is to hit the power off button and then power it back up, but you have lost what ever you might have been working on.
The system restore problem is that none of the restore points work. I get a message back saying error was encountered and no files were changed. I have tried doing as one person suggested and turn Norton off, but that doesn't help. The only way I can do a system restore is in "safe mode".
If anyone has found solutions to the two problems and I just missed seeing them while looking through the post, I would be very appreciative and thank you in advance!

ATI is "working on it"   This is the actual error behind the R300 error, found in event viewer.

Symptoms:
When running games or full screen video, some users may be shown a message stating ATIKMDAG has stopped responding but was successfully recovered. In some cases, the system will continue to work as normal. Alternately, this error message may not result in the system being recovered and the system may need to be reset.
Solution:
Currently there is no solution.
ATI Engineering has been advised of this issue and is investigating. Any updates will be published when they become available.

System restore is best run from safe mode or booting from the Vista DVD .
