FrontPage can be pretty tricky (and intricate and weird) with edits to components like drop down menus. I've done it once or twice, but after a few grueling hours of hair-pulling. Here is the link to the FrontPage 2003 help site:

I have a student at school who works on a site through my class that has FP2003 down to a fine art. I'll ask her on Monday to see if she has any insight (although she writes the site mainly in HTML anyway). FrontPage can be easy at times, but pretty tough on the scripts. I'll post back if I've got an answer for you. In the meantime, search the Microsoft site for help. That's probably your best bet.

I went ahead and looked at the site my student maintains. We don't have any drop down menus there, as I believe we encountered quite a bit of difficulty getting it to work in a feedback form when we tried to upload it to our server. Part of our problem could have been our code, or it could have been the connection that we have, as we are in a school that uses a filtering software that may have prevented us from uploading the script correctly. In any case, we deleted the script for the drop down menu and were then able to upload our site.
Drop down menus are a Java script, that I do know. I did a Google search for "editing drop down box in FrontPage 2003" and received quite a few hits. Here is the one from Microsoft's KB:
How to create and modify a redirection drop down list box. This article works for SharePoint Designer 2007 and FrontPage 2003. You can see that you do need to edit the Java script within the HTML editor section of FrontPage.
Often times when my students want to include Java scripts, I direct them to this site:
Dynamic Drive DHTML. It has many scripts on it, with instructions about editing. Click on the link there for Menus & Navigation. You'll see there is a script for Drop Down menus. Perhaps reading through their instructions will give you some insight into how to edit your code.
Otherwise, go ahead and do the same Google search that I did. Take a look at some of the sites that come up. Most of what I've learned about FrontPage (all versions from 98 forward), I learned from searching and reading. Unfortunately, this is one of those instances that Dreamweaver and GoLive makes designing much easier.
I'll check with some of my students tomorrow. I'll post back if they can give me any insight. I learn a great deal from them.
