I have no idea how you got it on your system, but if it is in Add/Remove Programs, you must have tried to install it at some point. This is what I found on the web:

Also, what is this program and what does it do? I don't want to remove the wrong program. I really appreciate your help and look forward to your answer.
I removed "Win Tools Easy Installer" and am still getting the hourglass next to the cursor with no obvious program running. In the remove program I also note "Win Tools for Internet Explorer" which is noted as "used frequently". I haven't deleted this.
I also note that when I'm in a program the hour glass is no longer by the cursor. What do you think?
Try removing WinTools for internet explorer. This is starting to sound more and more like some kind of hijacker. You might want to consider downloading and running HijackThis, which is an analysis tool used to detect and remove spyware and other internet parasites. See the instructions at:

Did you install a program called WinTools on your computer? If so, try going to Add/Remove Programs and removing the program.

It is not a part of Windows, so if it is there, it shouldn't hurt to uninstall it and perhaps correct the problem you are having.

then create a log from within HijackThis and copy and paste the log into a message in the Virus Information and Removal forum here on the Dell forums.
