Error loading Explorer.exe/must reinstall Windows: better way?

When trying to boot an Inspiron 8100 running ME, get a message "Error loading Explorer.exe.  Must reinstall Windows".  Going through various other boot methods (startup disk, Norton System Works CD, etc.) I can get to a DOS prompt, and can access the files on the drive but can't launch Windows or access network functions, connect to the USB external CD burner (to backup new data), etc.

Have tried Microsoft's fixes (Knowledge Base #299313 to re-extract explorer.exe; remove/reinstall explorer.exe from system.ini, etc.) but still can't get windows to start.

Reloading windows seems extreme, at least until I can make a current backup of the drive.  Is there a way to boot to windows from an external drive, or otherwise access this drive via a network connection if winME is not running?  I have another Inspiron running XP available.

You can do a system restore from DOS. See if this helps:

I now get the same error message as before, but with progman.exe as the culprit.  But I've learned how to run restore from DOS.  Thanks.

Will now try removing the hard drive and installing it as a slave on a desktop to download the data.
