Adding to my own post:  I put in the Dell Reinstallation DVD and hit the "retry" button and got "wrong CD" message.
 
Please tell me that I don't have to totally reinstall Windows XP and all the other programs I've added to this computer!

Check your installation CD
 
Is it a proper XP installation CD or just a Recovery/Restore CD?
 
If it is a proper installation CD it must match your system.  Does it say XP SP2? 
 
If it has not got SP2 on it and you have installed SP2 separately on your machine it will not match.  That is to say you have a more up-to-date version of XP installed than the version of XP on the installation CD  File checker will not accept the installation CD if this is the case.

Oops....hit send too fast.
 
After getting nowhere with online tech support from Dell, I tried a system restore to a point the day before and everything worked fine after that.

The thing is, it didn't even say what disc to insert! 
And it's a disc from Dell that says it has Windows XP SP2 on it.....

That was definitely some sort of error.  Your CD should have worked.
