Try requesting an XP reinstallation CD from Dell. See
this. A kludge fix is to use PC Restore to return your computer to "as shipped" condition using the procedure
here. You will lose all your data by doing this of course, but you would with a reinstallation as well.
It is unlikely that the error can be repaired without an XP CD but just in case what is the exact wording of the error message you receive?
Windows could not start because of an error in the software. Please report this problem as:load needed DLLs for kernel. Please contact your support person to resolve this problem.
I emailed Dell support and requested the XP CD. Is this likely to fix the problem?
