Might be a problem with Windows Explorer. Both it and the system are controlled by explorer.exe. The Registry can be edited to start two instances of explorer.exe, one for the system and one for Windows Explorer. See if the problem occurs when Windows Explorer is nor running. If OK , then Google for this Registry entry, or get a program such as X-Setup Pro, which will set the system for individual expeorer.exe.
