Excxell is a part of Microsoft Office ( although it can be purchased separately) . . I sounds like Office was uninstalled and it left the shortcut in the start menu.
 
Can you open Word or PowerPoint?

Was it part of Office Small Business Edition 60 day trial? I had that on my system when I got it.

I remember when I got my first notebook from Dell Excel and other Office products were listed in ProgFiles, but of course not installed. I think the folders are just there so that if you install the Office Suite there is somewhere to put it?

Thank you, all.  You have certainly clarified things! 
I have no problem with Word but I don't see PowerPoint listed anywhere.  Perhaps it's correct that Excel was a trial "freebie". 
Is PowerPoint also an Office application, too?  I sometimes get emails with an attachment entitled PPPs.  Can't open those but that may be my virus protection.
I must say this Forum has always been helpful.  I'm grateful there are people willing to lend a hand.

Yes . . PowerPoint is also part of MS Office . . Your Word program is likley the one that is included in MS Works. .  sorta second grade office suite

There are free PowerPoint Viewers just google for them.
