File Blocked from Another Computer

Question

Hello - I have a Dimension E310 desktop.  It was working great until my hard drive crashed about a month ago.  I bought a new hard drive and had to reload the software.  Previously, I was using Coral for viewing photos.  Now I’m using Jasc Paint Shop Photo Album.  I’m able to down load pictures form my camera, but I cannot download a picture through email.  I use Yahoo for my email and I have the option of either viewing the file or downloading it.  If I view the photo, I get the error message 'Cannot open file'.  When I try to download the photo, I get the message that the download is complete but when I try to open it, it says that 0 bytes downloaded.  When I right click on the file, under the security section, it says 'This file came from another computer and might be blocked to help protect this computer.'  I use Norton for virus checks.  Does anyone know if IE is blocking the file or could it be Norton?  I’ve tried changing various setting in IE but have not been able to view the photos.  Any ideas would be greatly appreciated. Thanks for the links.  I've tried those but tht still did not help.  The only one I could not try was disabling Norton.  Do you know how to do that without actaully deleting the program?

I would need to know what Norton product(s) you have installed, there are many different ones.
