If you mean a partial-screen display rather than minimized (which appears only as a block in the tasbar) place your cursor over the corners of the display and drag it to full screen. IE should remember that setting and open maximized the next time. If it doesn't repeate the process and then hold down the Shift key while closing the window using the close "X" in the upper right corner.

I have tried what Denny requested, but to no avail...Every time I open a new window, it opens as a box about 2" square...No matter what I do, it still opens the same way...any suggestions

Once you have the window the size you want it to be, you can also click on File, Close (or Exit) versus closing with the X in the upper right corner. . that will usually cause the window to open at the same size next time.
