Help Menu Problems Second submittal

I am running Windows XP Home edition and Office 2002. I cannot access the Help Contents menu in any of the Office programs or in the Help & Support menu. I can access Help and Support and can page throught the menus to the specific topic that I want but cannot access it. No error message.

I cannot access the help menu in Quicken 2003. I get the message: "Could not start Windows Help". Any ideas.I
