The OS preinstall driver is needed for older Windows 7 installation media e.g. Windows 7 No Service Pack to recognise the storage controller and access the HDD during installation. Since you've already got Windows 7 SP1 installed your installation media had the required drivers to recognise your storage controller and hence you don't need to bother with the preinstallation drivers.
