After you checked that item did you click the "Customize" button and assign behaviors to each of your taskbar icons? To do so, click each and select "Hide when inactive" from the drop-down menu that appears.

Thanks for your reply. Yes, I have checked Hide when inactive for all icons.

It's a remote possibility, but see if the registry entry here is present and set to a value of "1."

I have had this experience iwith a brand new Windows XP operating system from Dell.  In my case, the answer is to wait.  Your system will do this automatically if you did the customization  procedure Denny recommended, but not right away.   After a week or so or some unknown number of Restarts, the little blue circle will appear.
 
So much for science, huh?  But this has happened to me with at least three operating systems.
