High CPU Usage - 100% and Noisy Fan(s)

Hi, my task manager shows that when my CPU is Idle or the program I am using is idle the usage is around 0-5%.  However, if I open a program or execute a command on any program, the usage spikes up dramatically anywhere from 40% to even the high 90%.  I've noticed that when I browse through pages on my Internet Explorer, simply going back or forward can sometimes cause my CPU Usage to spike up to a full 100%.  And yes, this is even on harmless websites such as this forum.  I have scanned for viruses both with McAfee VirusScan 7.0 Pro and McAfee Stinger.  I have scanned for spy/ad ware with AdAware 6.0.  All these tasks turned up nothing.  Is there anyone else that has experienced similar problems with their CPU and can offer some advice, suggestions, or help to remedy this problem. 

Also, I have been experiencing some problems with either one or both of my fans.  They make a terribly loud noise upon startup that dissipates after about being on for about an hour.  However, if I leave my computer idle, the fan noises sound off again.  However, lately the fans have continually been making the noises regardless of what I'm doing or running on my CPU.  I've read numerous reports of people experiencing similar problems and just wanted a more current answer on this problem.  My hope is that it is just dirt and dust collected.  If so, can anyone help walk me through removing the fans in my CPU so I can clean them.  It has a green encasing covering them.  Or if anyone has any other suggestions or advice on what to do it would be greatly appreciated.   
 
Specs:  DELL Dimension 8100, 1.3 GHz, 128 RAM, 2 Hard Drives - 40GB & 120 GB.

Check the CPU settings in the BIOS it may have to be changed to clear this problem.

Hi, and thanks for the reply.  I am not very knowledgeable with computer BIOS/settings so if you could please walk me through what I need to do or look for, I would greatly appreciate it.  Hope to hear from you soon.  Thanks.
