How Do I Find Information or Details on My Computer's System Administrator

I have tried to go to a specific location on my computer and I got an error message that says
 
"This operation or request has been cancelled due to restrictions in effect on this computer.
Please contact your system administrator."
 
Can someone please tell me how to do this?  What is a system administrator and how do I
find that person on my computer?  I would have figured it was me since it is my computer
but apparently not.
 
Help, I am desperate.

Is your account a administator account or limited account? Go to control panel click user accounts and see if it says admin or limited. If it is limited click on your account and choose change account type and see if you can change it to admin.

Thank you for your response...however, I can't even get to my control panel. That
is one of the problems.  When I click on it it says my computer is restricted and I
have to contact the system administrator. Then it gives me a shut down message
and closes down control panel.
 
I am really stumped on this one.  I can't download anything without getting the
system administrator message and my computer is wide open and as far as I
know I do not have any security as I had just deleted my security for AOL at
their request as we were working on another issue and then they told me to
load up the newest McAfee for AOL but I can't do it.  It tells me that I have to
go through the system administrator and not only that it tells me that I am not
even logged on to the internet. But if I weren't logged on I wouldn't even be
able to get that far.
 
AOL Help tech said I needed to go through Dell to get the system administrator
information.
 
Any help is much appreciataed

You still didn't say what version of Windows you're using!

I am so sorry. Just as I hit the submit key the last time I remembered I hadn't added
the system type in.
 
I have a Dell with Windows XP but that is about all I can tell you because I keep getting the
stupid "go through your administrator message". 
 
I'd love to do that but I can't get to the control panel to get to the User Accounts to be able
to do any of that.
 
How do I check for "malware"?
 
I'm really grasping here if you hadn't noticed and it seems to all stem from the fact that I
can't get to the system administrator.
 
Also, once I click on the Control Panel Icon I get the contact the system administrator message
and then the Control Panel Icon disappears until I go in and do a system restore and then it comes
back until the next time I try to click on it......
 
I know I am asking the impossible here but if there is any help out there I am willing to listen.
