To change or adjust time, RIGHT click on the time in the Sys Tray (lower right) and then LEFT click on Adjust Date/Time.

The time in the Sys Tray is right!  It IS in Eastern Daylight Time.  It is ONLY the messages sent from Outlook Express that is the issue.  But I do appreciate your consideration.

Thanks for the link - the second one in particular.  BUT what do I do with this information?  I see no place in Outlook Express to make a change and suspect the Registry may have to be changed.  I have done that before but with much more information than I have been given in this link.  I definitely don't want to screw this person's computer up.  Can you give me some sort of clue about this?  It looks like "-04:00" is for my time zone.  But how in the world do I get it that way?

The link focuses on the mail server itself,its simple,just change the time on the mail server. :smileyvery-happy:
 
Or,have you checked in "In Outlook, click the Tools menu and then click Options.......

I suspect you are using Microsoft Outlook, not Outlook Express.  There is no "Calendar Options" in the Outlook Express "Options Menu".  The link you attached is for Microsoft Outlook.

Open "date & time properties">time zone tab>is it set for "GMT eastern time (us & canada)

I will look later this week when I go to where the computer in question is located.  I do assume it is because the time is right.  I suspect it would not be if the time zone were not correct. 
In case you are wondering, I did a clean install of Windows XP Media Edition 2005 on Saturday.  I did indicate the time zone properly when prompted - of that I am sure.  It only asked me one time.
