Although I do not use the Norton Internet Security suite there is no reason why it should have to be active to access any site. Fact is, you can access most any site (not requiring high encryption) with NO security software whatsoever therefore, I suspect this problem lies elsewhere. My guess is, this will turn out to involve your cookie-handling option settings in your browser.
As to the errors while the utilities are running, you may wish to explore Symantec's on-line support knowledge base (which is extensive) or, just uninstall and reinstall the program(s) and see if the issue is corrected.
