How to Open PHP file?

I have files on disk from a friend which was created on I think some home publishing software within the Microsoft Millennium edition.  I have Windows XP.  The files have an php extension and I cannot open them?  I thought publisher might do it but it doesn't work and someone suggested Microsoft Picture It but the files are not photos?
 
Can anyone help?

According to what I find doing a search for php file extension on google it is used for html files or groups of files.  There is also a reference to Java.

I didn't get into the results too deep, but do a search on google and then start checking out the links and you may find how or what you need to open the file.

Try using a HTML editor, some editons of MS Word have one, or something like Dreamweaver from Macromedia. Or just open it with notepad.

I responded in Forum Help how to convert PHP to Html so they can be viewed like an ordinary webpage.
