Assuming you are not in the US, you need to contact support in your region or obtain a Dell installation disc from someone/someplace. You can also download a "retail" ISO and activate by phone with Microsoft using the product key on the COA sticker.

See Windows Reinstallation Guide/A Clean install of Windows 7:
http://philipyip.wordpress.com/dell-community-forums/
It is recommended to backup your product activation (Step 1c). Then to use the Digital River .iso mentioned above (Step 1b/also mentioned by THEFLASH1932) without input of product key and finally recover your product activation (Step 11b). This will save the need for phone activation to Microsoft. Thie guide will take you through clean installation in great detail.

Hi gouthamkilli,
Formatting the hard drive is not required to create the partition. You may go through the link below which given step by step instruction on how to partition the hard drive without formatting in Windows 7.

And you what, want to delete all the partitions and leave a single OS partition encompassing the entire drive? You want to do a clean install of Windows?

After you format, the drive will show as a single piece of Unallocated Space. You install Windows to THAT, and Windows will take care of the rest ... it will automatically create two partitions - a 100MB Reserved Partition and the rest will be the OS partition (C:\).
