I don’t have Dell Control Point software, but if you think it’s the cause why don’t you disable it?

IE Home page automatically changing can be caused by:

• Security type software (Firewall) settings (e.g. home page protection option)
• Loss of home page URL server connection thereby flipping to the default URL
• Problematic ISP (dynamically) assigned IP Address Subnet Mask value
• IE BHOs (browser help objects) or Add-ons & in the worst cases malware infection
