IIS Lockdown Tool does not run, IIS does not start

I just ran MS Baseline Security Analyzer 2 on my XP Pro SP 2 Dimension 4700. Overall, the security assessment was "severe risk."  A big red X showed the computer failed the following:  "The IIS Lockdown Tool has not been run on this machine."  I made sure I had the correct tool, so I downloaded again IIS60rkt.exe and IISLockd.exe.  I installed IIS, then ran IIS Lockdown.  The latter could not continue:  "You cannot run the IIS Lockdown Wizard because IIS is not installed on this server, IIS is disabled, or you do not have the appropriate version.  This wizard requires IIS 4.0 or IIS 5.0...After you install or upgrade to a compatible version, run this wizard to configure your server."
 
Start-Programs-Admin Tools-IIS shows version 5.1 installed (what happened to 6?).  The default web site and FTP site were "stopped."  I right-clicked on each, one at a time, and clicked "start," but after a few seconds, an error message appeared: "The service did not respond to the start of control request in a timely fashion."
 
Can you tell me how to successfully run the IIS Lockdown tool so I can get rid of that administrative vulnerability?

6.0 is not 5.1
6.0 = windows server 2003
5.1 = windows xp professional

Thanks for the link to the Lockdown tool, but it still won't run.  How do I enable IIS?  It wouldn't start by right-clicking and choosing "start."
