You likely have an i3-3217U, but you can check by going to Start and typing in system information and looking under Processor. Whichever processor you have will be 64-bit though.
You can try to restore from the recovery partition by hitting F12 before Windows loads or choosing from the recovery options from within the OS.
However, you can do a fresh install from the Windows 10 DVD if Windows 10 is your ultimate goal.
