Inspiron 710M Restore Factory setting

Hi, I have Inspiron 710M with Windows XP. I want to restore my laptop to its factory setting so I tried to follow instructions given at http://support.dell.com/support/topics/global.aspx/support/dsn/en/document?c=us&docid=DC47E7957E35BBC0E030A68F27280D16 However, whenever I hit cntrl + F11, I don't see Dell PC restore window. Infact, I see the windows booting options like Safe Mode, Safe Mode with command prompt etc. Can anyone please let me know how can I achieve this.
