Internet Explorer Script Error/User Account Problems/general Hardware Issues

Um, yes, I've been having alot of problems and need some assistance. Recently, ive been recieving Internet Explorer Script Errors when i open up certain applications(Norton Antibot, System Restore, Dell Support, etc, and i can't seem to get rid of them. Because of that, i ve been trying to create a new account to see if that would resolve the problem. Problem is, everytime i try to get into User Accoun ts, all the internet explorer script error boxes pop an when i finally get rid of them, im just left with a white box., so im not sure how to solve that problem(same things happens in all three Safe Modes) Finally, an im not sure if this issue can be solved on here because im probally gonna have to call dell to fix this, but anyway, a few weeks ago i called dell about my usb drive not being recognized by any of the avaliable ports. So they uninstalled an i guess reinstalled the drives. Problem nowis that everytime i start the computer up, i get this message when i log in to my accout saying"You are installing the following hardware:Disk Drive-It has not passed Windows Logo inspection"or something like that, and then i get to buttons that say Continue Installation or Stop Installation, and because its been happening everytime i click continue, i just have been choosing Stop Installation recently so that it would stop coming up.Finally, ive also been having problems running Windows Update. When i try to check if any updates are avaliable manually, when IE loads up and loads the page, it just stops, and no page shows, so im not sure what problem this is. If anybody can help me with any of these three issues, i would greatly appreciate, because ive become quite annoyed of all this mess thats been happening recently.(Also, i have Norton 360 and Spybot Search and Destroy which was recommended by a Dell Technition to be installed because Norton's reliability of picking up Spyware was very low. I have run multiple scans an have picked up only low threat items..tracking cookies and stuff like that..so im almost sure that it can't be a virus or spyware unless its EXTREMELY hidden)

Lets start with the script errors.

In this link scroll down to "Repairable causes of Internet script errors"

Ok, i finished all the troubleshooting an here are my results. First, i tested it from mu aunts account and apparently thats the only account that no problems arise in. Just to check again, i went into Safe Mode and experienced the same problems im experiencing in my account right now. I then went to check my securtiy setting on IE and it was already set to its default level(medium-low). I then got to the "Verify that your anti-virus program is not set to scan the Temporary Internet Files or Downloaded Program Files folders"but wasn't exactly sure how to do that so i skipped that step. Then i removed all the Temporary internet-related files. I then skipped the update or repair the scripting engine since it seemed that would be the last resort if all else failed. I turned of the Smooth Scrolling Thing. I wasn't sure what to do when i got to the "Reconfigure the video card settings"part, so i skipped that. Then, when i got the the Microsoft Direct X thing when i went to run the program to validate my computer it said in these exact words"Code Not Avaliable. The validation code could not be obtained. This may be due to technical difficultes, or you may be running an unsupported operating system. Please close this window and attempt the validation process again, or use the back button in your Web Browser to return to the Download Details Page.[Error code: 0x800401f3]

In the mean time as a temp solution try this, tools>internet options>advanced tab>place a chek mark in "disable script debugging" and uncheck "display a notification about every script error"

Now try to create a new account.
