Internet Explorer Won't Launch from the Desktop

Help!  Something has happened to my IE.  I have check with Microsoft and Dell run disagnostics have firewall etc.  I have checked all the Tools on Internet Explorer and everything appears to be o.k.
 
A full virus scan shows no issues.
 
Something is preventing me from accessing IE. from my desktop.  I get the standard error  "the page cannot be displayed"   The window tries to launch and I receive an error that it cannot find the site.    It looks like IE is launching but then I receive an error that it cannot connect to the server.  If I go to the Start menu and select Search I have no problems. 
 
Does anyone have any idea what is preventing IE from launching?

How are you connecting to the internet (cable/dsl/dialup)?  If cable or dsl, are you connecting directly to a modem or through a router?  If dialup, is the modem dialing the number of your internet provider?  You are asking why IE is not launching, but you say that you getting a message that the site cannot be found.   These two statements are inconsistent.   If IE isn't launching, then you wouldn't get to the page cannot be displayed screen.   When you say that you can search from the start menu are you getting on the internet?  If so, which program is giving you internet access?  Please provide more information.

I have cable access.  That is what I don't understand.  I can get to the Internet on AOL and by going to Start/Search/Internet Explorer Dell's sight launches with no problem.    I am going through cabelvision to access the internet.  AOL: is working. 
 
I have download pc might max to analyze my p.c. when I try to register it I get the message when it tries to launch IE.

Ok, let's try and do away with some of the confusion here.  First, what is "pc might max"?  Second, is the site where you "register" the only site you having problems with?  Your original message seemed to indicate that you had no internet connection at all.  Please try to be as specific as possible about what your problem is, and try to ignore the useless comments posted by LCDMaster as these are not helpful either.

O.k. Thanks

 

1.  I have download software named PC Max to try to dignose the problem

when I go to register it it tries to access its own website and can't due to the error message

3.  I know I have access to the Internet because AOL and access via Start/Search/Search Internet works

But if I try to launch IE via windows Explorer in the Programs files the error persists.  What is confusting me is why I can access the internet via the Start/Search/Search Internet without any issues

After I encounter the problem I checked the properties screen on the IE page  here is what I observed on the GENERAL Tab

Cannot find server

 

Protocol:  Unknown Protocol

 

Address:;   "Res://C:\\WINDOWS\system32

\shdoclc.dll/dnserror.htm#http://www.dell4me.com/"

 

I cannot find the file \shdoclc.dll
