I'm not sure what the problem is but you could try a few trouble-shooting steps.
1. With your IE brower open, go to Tools>Internet Options and delete your cookies and files (deleting the cookies will also delete any your username and passwords stored for any password protected sites that allow you to automatically log on to, e.g., forums).
2. Change your current home page to some other page, close and open your browser to set it, and then change it back to the NOAA page.
3. To clean up your registry, install TweakNow RegCleaner from here http://www.tweaknow.com/RegCleaner.html ...its free for non-commercial use and very easy to use.
Thanks Tom for the reply. I've cleared my history, cookies and temporary internet files and reset my home page multiple times. It does not solve the problem in the the two weather pages I referred to in that are corrupted when they load or will not load.
I did download the Jave 2 Runtime Evnironment SEV 1.3.2-05 from Sun Microsystems as suggested by NOAA weather. That did allow me to loop the radar pages.
However, I still can't loop the radar pages for Weather Underground or Weather Tap. So will spend some more time with Dell support to see if they have any new ideas. I have a hunch I may end up having to reinstall Internet Explorer.
I've not installed TweakNow Reg Cleaner. Thanks for the info.
