Internet Explorer causes unknown error and shuts down

I have an old 3800 with Windows Me.  As I connect to the internet and then try to use internet explorer a message is shown that by opening internet explorer I have casued an unkown error and the program must shut down. 
I have tried install windows again, hoping that would solve it, which it did not.  I do not know what else to do.  Can anyone give me some advice?

If you installed Windows on top of itself (a dirty install), you might create more problems than it solved. Depending on what version of IE you have, the instructions below will repair IE. I have doubt that it will succeed but you have nothing to lose.

If the Internet Explorer Repair Tool Verification does not work, or if Internet Explorer 5 is not listed in the Add/Remove Programs tool in Control Panel, you can start the Internet Explorer Repair tool from a command prompt:

Click Start, and then click Run.
For Internet Explorer 5.5 SP2 and earlier, in the Open box, copy/paste the following command (the command is case sensitive), and then click OK:

NOTE: When you copy/paste all the big spaces (if present) will disappear in the Run box.


rundll32 setupwbv.dll,IE5Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"


For Internet Explorer 6, please use the following command:

rundll32 setupwbv.dll,IE6Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"

A few months back, there was a virus going around that caused this to happen any time you tried to connect to the internet no matter what browser you used, but I don't recall the name of it.
No Events found!
