IrfanView has had the ability to open multiple images/files for some time by running more than one instance of the program, but this function is disabled by default. Turn off the option
Only 1 instance of IrfanView is active, then open the next image or media file using another instance of IrfanView.

Well in that case... if you can load more than one instance of IrfanView and open a different image with each, that is it. It doesn't do multiple images in one window/instance - MSPAINT behaves exactly the same.
