Java Runtime downloading errors - HELP
E510.P4 630 (3.0GHz), HT
128MB ATI Hyper MEM PCI-E X16 X300SE. DIM
512MB DDR2 SDRAM 533MHZ - 2x256MB DIM.M
80GB Serial ATA, 7200 rpm DIM.M
I am taking a class in web development and need to install Java Runtime Environment v.5.0 Update 6 prior to downloading my institutions FTP software. Problem is that I cannot download the Java..."The installation package could not be opened. Verify that the package exist and that youcan access it, or contact the application vendor that this is a valid Windows package." Due to my machine's Windows XP I get the yellow bar which instructs me to "Install Active X Control" which I do or least click "Install", but then that's as far as I can get before the error pops up.
What is preventing my machine from downloading? Who can I contact?

When I click on "Install" to begin downloading the J2SE Runtime... I momentarily get the 'begin installation' pop-up and then my error comes on with Windows Installer (named in the blue bar of the pop-up) and inside the pop-up is the error message "The installation package could not be opened..."
Do I have a problem with my Windows Installer?
