Keyboard and mouse not working

I have Dell PC with windows 10. 

Last week I did the recovery. After recovery the windows comes up and keyboard and mouse are not working. 

I am not able to enter the password. I tried wireless mouse and keyboard but non worked for me. 

Keyboard and mouse working in Bios. I can changes some options with keyboard and mouse. As the windows start loading, keyboard light goes off and not responding. I tried many ways to go to safe mode. I press F8 and any other keys, but can't go to safe mode. I read some other posts with the same issue. there were some suggestion like "go to setting or press the power button with pressing the Shift key at main time. But this is totally different, I can only go to Bios by pressing F12 to check system information. I can see there all the USB are ticked and also run test, everything work fine. The only issues are the keyboard and mouse after the windows loading completed. 

If anyone if any Idea what to do, please help me out.
