Laptop refuses to restart or shutdown on command
Yes - I am trying to save some money by trying the forums first before asking in the guys from Dell's software support team! Please forgive me!
Anyway, my laptop will not shut down or restart when commanded to by selecting the relevant button. It gets to "Windows is shutting down" and then hangs. The only way to finish the job is to hold the on/off button down. The system is currently clean of viruses.
If you have some suggestions, please let me know.

Thanks for your response.
I have been through your article but none of it is relevant to my situation. The section on slow shutdown pointed me to check the group policy settings. These were already as you illustrate they should be.
If you, or anyone, has any further ideas, please let me know.

Try to close every softwares or applications that are currently running including those applications running on the background, like those icons that can be found near to your date and time, if everything is closed press ctrl-alt-del ( task manager) to see which applications is still running by the Windows, if there are still multiple applications running on you task manager try to end-task each and everyone before going to shutdown, this way you might observed the behaviour of your Windows while going into Shutting down. Also try to do this on Windows Safe mode operation, there is a big possibility that you might need to refresh, repair or even reinstall your Windows.
