If you want Windows 7 then you might need to load the Intel Rapid Storage Technology SATA driver during the Windows 7 setup.

If you want to stick to Windows 8 and assuming you have used an upgrade disc to install Windows 8. I advise following this workaround to get a Windows 8.1 .iso and use it to clean install:

The Windows Reinstallation Guide will instruct you in clean installing Windows 8.1.

Now regarding the drivers, Dell do have Windows 8 drivers for the wireless cards. If you have entered your service tag in however it might not have showed there are some minor bugs with drivers and downloads when a service tag is input.

As I don't know your variant of wireless card please provide the hardware IDs from the wireless card in the device manager. You can then confer with the hardware IDs here:

It should be a Dell Wireless 1501/1530 I have a more up to date driver then each listed on the drivers and downloads page for this model. The 1530 driver is later and may also update the Dell wireless 1501 card (as the driver on the Latitudes page applies to both), I'll test it later. Otherwise it will be an Intel Wireless Card and in such cases you can get the latest driver from Intel.

For the Bluetooth you might have a Broadcom Bluetooth Card which can get the latest driver via the Broadcom Bluetooth Update, I have listed the hardware IDs of the Bluetooth Cards alongside the Bluetooth Cards.

Okay its the Dell Wireless 1530 card that you have, install this driver:

Its for 8.1 not 8 pro. I tried.

Ok I do have 8.1. It installed asked to reboot and I did and its still not working? Is there a program I can use to see if I need a new wifi card?

Well you have a Dell Wireless 1530 and the driver should be installed okay.

Do you have Dell Quickset? Have you tried turning the wireless switch on and off.

I got the new card and still nothing? I know its the right driver in it I think. Its the R287498.exe 

You changed to a Dell Wireless 1503 card and installed a Windows 7 driver?

R302627 is more up to date than R287498.

It didnt work. It said system modified pakage for next run and then I opened it again and it would not install

What drivers did you install and what order did you install them?

I tried every version of windows 7 I have and it would say issue with hardware. So im running windows 8.1

So everything is working correctly for you in Windows 8.1?

Yes. But my action center sais a problem with ur security device and sensor device do to no compatable driver for this version of windows. Other than that the wifi doesnt want to work at all?
