To specifically answer your question, yes you can uninstall them without disturbing your operating system. I have no .NET framework isntalled on my system.
I was able to uninstall microsoft.net framework 1.1, but the microsoft.net framework (english) v1.0.3765 remains on my computer. I am unable to uninstall this. For the 1.1, during the uninstall process, I recieved a fatal execution error (0x7926fcd8), which is exactly the same thing that I got on the windows update website, when installing service pack 1 and 3 for microsoft.net framework. The 1.1 still uninstall, reguardless of the error that appears.
The bit of .NET framework that you have (had) installed is to enable you to use software based on .NET framework. If you wanted to develop programs you would need other components (Software Development kit (SDK)), which are quite separate.
More and more software is using .NET framework, so sooner or later you may find you need it. Meanwhile it really does no harm at all, inactive unless called upon by some app. It uses 35MB of disk space, which on modern drives is not a problem.
Currently I have the following that use it, all came in the past few months:
Catalyst control center for my ATI Radeon 9800 pro graphics card (cat 4.9 drivers)
Lookout add in to MS Outlook (a very efficient quick search add in)
WeatherAlert (a nice little prog from Neowin site, based on weather forecasts from weather.com)
soon also Mathcad 12 (maths software); previous versions did not require it, but Mathsoft have recoded the whole app and based it on .NET framework

I uninstalled microsoft.net framework 1.1 in the add/remove programs list and this is listed in the optional update section of the windows update website. I can choose to download and install this, but I have no need to. Service pack 1 is not listed anywhere on the website.

In some senses it is but in other senses it isn't, and for some purposes it is better to think of them as separate programs. Each has its own service packs, but these are not mutually exchangeable, you must use the ones for the specific version.
.NET framework 1.0 has three service packs, available from links on this page:
http://support.microsoft.com/default.aspx?scid=kb;EN-US;318836
Note that its SP2 includes its SP1, so you only need its SP2 and 3.
If in trying to install these service packs you get an error message, try reinstalling .NET framework 1.0, which you can get from

I say that because your install/uninstall of .NET framework 1.1 may have upset the 1.0 installation.
.NET framework 1.1 has one service pack, its SP1 (but this is not the same as SP1 for version 1.0)
