Minimize, Maximize, Close Buttons Not Working

Earlier today my minimize, maximize and close buttons stopped working.  They are visibile and when I click on them, they highlight like they are responding but nothing happens.  They are not working on any windows (IE, Word, non-Microsoft, etc).  Also, when I open IE, it opens to a smaller size and I cannot drag the edges to enlarge it.  The only thing that works is the View-->Full Screen menu option.

I am on Vista Business OS.  I have restored my system back to yesterday before I installed the latest MS updates...it didn't help.  I have tried Windows Repair and it didn't find anything to repair.

Any suggestions?
