Thank you for reaching out on the forum. If the recovery media tile is missing from the menu, I would suggest you to uninstall and reinstall the My Dell application. To install the My Dell click here: http://dell.to/1nmoLjA. Once the application is installed you should have the option to create recovery media. Let me know if that helped.
