Moving File From One Folder To Another Folder Question/Problem

I recently got a new Dell XPS 8700 and I'm running Windows 8.1. I've used Win 8.1 before, so I'm sure if this is related to Windows or not, but I'm assuming it is.

The problem is when I move a file from one folder to another folder, for instance, moving a file from "pictures" to "documents," the file that I want to move to the other folder "copies" itself from the original folder, into the other folder, while staying in the original folder....If I drag a file from my Pictures folder into my Documents folder, the file stays put in the Pictures folder, while also moving to the Documents folder....it used to actually move to the other folder, deleting it from the folder it is being moved from.

I should mention these are folders on the same drive.

So I guess the question is why? I checked folder options but didn't see anything that addressed the issue, but there again I may have missed it!

Any help would be appreciated.
