My Dell Downloads application Error unhandled exception

Question

My inspiron runs windows 8.1. I'm trying to download a factory installed software from My Dell downloads. but I can't what ever I tried. turned off windows firewall, enabled and disabled .Net framework 3.0, I keep having the same error. Having a similar issue on Windows 7. The progress bar pops up after continuing past the error, but it doesn't budge past 0%, and no background download is happening, based on the network traffic display in Task Manager.
