Need to Reinstall MPEG2 decoder for XP Media Center Edition

While trying to repartition my hard drive, I ended up with an unbootable system and had to re-install the OS - WindowsXP Media Center Edition.  Fortunately, I had paid for the reinstallation disk (a DVD, actually).  Anyway, I have Windows re-installed, and I installed all the drivers that the Dell Resource CD said that I needed.  However, when I try to setup Media Center, I get a message that says "Decoder Error.  Either the video decoder has malfunctioned or is not installed.  Please restart Media Center or restart your computer."  Searching the Microsoft knowledge base, it appears that I don't have an MPEG2 decoder installed, which I need to watch TV.  I can't figure out where to find that.  It apparently isn't part of Windows, and it doesn't seem to be on the Dell Resource CD.  The Dell hardware tech said he couldn't help me and I would have to call their pay service for software problems.  Before I spend big bucks, I was wondering if anybody can tell me where to get this decoder?  I have an ATI TV Wonder Elite tuner card.

Thanks.  I downloaded and installed the decoder from the link you provided.  However, when I run the Windows XP Video Decoder Checkup Utility, it says that decoder is not compatible with Windows Media Player or with Windows MCE.  What I really want is the Dell version that was originally installed that was compatible.  Why does Dell make it so hard to find?

Hi:

I have MCE 2005, and the Decoder Checkup Utility says my preferred decoder is Cyberlink CLVSD.ax, which is part of my PowerDVD folder, found in my
 C:\Program Files\CyberLink\PowerDVD\Movie\ folder. Did you reinstall Cyberlink's PowerDVD?
