No Internet TV in Windows Media Center

I have a new Dell Inspiron N5010 laptop running Windows Home Premium SP1 64-bit.
I have never seen the icon or been able to set up the Internet TV option in Windows Media Center.
I did the recommended “Download Now” option as follows:
Tasks/settings/General/Automatic Download Options/Download Now
After the “Download Now” I get the following error message:
“The Guide could not be downloaded. For more information, right click the Windows Media Center system tray icon, and open the Windows Media Center Update Log.”
There is no system tray icon to click on but if you look at the Event log for Media Center:

I have also tried the command line up date:
C:\windows\ehome\mcupdate.exe –u
So far no success on any of these. I do not have an Internet TV icon in Windows Media Center.
I’m in the US and have all my location info set for US.
I tried to change the DNS but every time I went to http://www.dnsserverlist.org I would get a SSH user name and password login box. I do not have a user name or password for www.dnsserverlist.org.
Can somebody please help me?

I just got a new computer and found the icon for Internet tv. You do not download the guide in MC setup. You don't even use setup in MC.  That is for tv tuners. At the bottom of the Media Center screen the icon is the second one right next to the record button. Click on that and it will let you agree to the software download for Internet TV. You can even add a gadget for Internet tv. Then just follow the directions to add it.

Edit--

More info about this in Help and Support. Search Help for Internet TV. It says that you must live in certain areas to get Internet TV. Not all users will be able to use it. Maybe that's your problem.
