Try pressing down on the Shift for a few seconds when the Turn Off Computer window appears.

I had this exact same problem once after reinstalling XP Pro SP2 and it turned out I had forgotten to install the chipset drivers which were needed for Standby to be available.

I did finally fix the problem by installing the Chip Set drivers and also the ATI video driver for my latitude D610.
No Events found!
