Unplug the USB Device and see if it boots further. I think it will. Try disabling the USB Devices from the Boot Order.

yes i does but if i don't have the keyboad plugged in then i can do anything. the keyboard and mouse ave to be usb.

There is no reason to get all snippy. I am trying to track down the cause for your problems.
 
Has it ever worked with this particular keyboard and mouse?
 
Have you tried pressing F2 and getting into the BIOS with the keyboard plugged in?
 
Have you tried a different keyboard and mouse combination?

i go out and get a usb keyboard. then if it doesn't work then i'll come back

Try disabling the USB Devices from the Boot Order. This is in the BIOS.
