OVBaseIF.dll missing?

everytime I access Kodak AiO Home Center and try to scan, my computer screen says "Program can't start because OVBaseIF.dll is missing from computer..."   where do I get this driver, and where does it go in the computer... DELL won't even give me a clue because my warranty is out now..  can't believe they won't even talk to you when you own a DELL... I've bought over a dozen in the past 5 years, and that means nothing to these people?  What gives...?
