They do not have an established public/external policy for OS returns, and will handle this on a case-by-case basis, as they do NOT offer this during the normal course of business.  You will have to contact Dell by phone to find someone to talk to who can explain your options (which, according to the Microsoft's licensing agreement, may include returning the entire system).

I've never understood why a person knowingly purchases a system with Windows, when they have no intention of using it, and further, to request a refund for a product they purchased on purpose.

Nobody does this.

The OS is of such miniscule value to Dell or any other OEM.

They certainly don't pay the $ for Windows that the average consumer does.

It is more like $5.  LOL.

You'd get a bigger refund on the Ubuntu XPS for the premium charged for a Linux OS than you would a Windows OS :)

Why they do not operate as Asus... They ask you to send back only the S.N. Label  with refund request and that's it... Is it too hard to understand that the main thing is the S.N. instead of the entire system...?

Obviously it is a way to control those requests, making the refund too hard and long...

Because they aren't Asus.  Asus is pretty "fringe" for OEM's - they have to set themselves apart somehow ... I suspect most OEM's handles this more like Dell than like Asus.  There are SO few people who make this request, that it isn't worth their while to organize a process and team to take care of it.  I've never understood why a person knowingly purchases a system with Windows, when they have no intention of using it, and further, to request a refund for a product they purchased on purpose.  For the $50 you'll get back, it is hardly worth the effort ... might as well hold onto it and run it in a VM if/when needed or add value to the system when/if you sell it (you'll have a harder time selling it without Windows).

If you are looking for "good" and equate that to Dell, then how about the Ubuntu XPS:

Or non-Dell (I haven't used these, but I have heard good things about them):

I'm saying that if I were not interested in Windows as an OS, that the small amount I'm paying for the Windows OS - like shipping and/or local taxes or even a missed sale or coupon - is part of the price I pay for using "free" Linux.  Everyone calls Linux free, but only the download is free - you "pay" for it in other ways, sometimes in more costly ways than the money one would pay for Windows.

If it is worth it, give Dell a call ... see what they have to offer you.  BTW, I wonder how Asus is handling Windows refunds now, with Windows 8, as there is NO physical Product Key (OS serial number) to send back - it is embedded in the BIOS.

Ehmm why don't you try to find a laptop as good as a Dell without a microsoft os.

Just the fact that we, consumers, are allowed and legitimated to sending an O.S. refund request is the solution to your question...

Well, i appreciate your help, but the other problem is that i live in italy and here there isn't such a great number of choices about it, the xps 13 is near to be the solution, but it has a too small screen, bigger price  than my choice, the Inspiron 17r Gold (i7 4500U, ATI 8870 2Gb DDr5, 17"....) that costs about 800$...

I wish i could find something that equalize the inspiron, whit the same quality in construcition and HW but here it isn't so easy to do...
